Yes, 2 ratios on the data plate would be for a 2 speed rear end. Your top speed sounds like it's in low. I don't know where the switch would be unless it's on a stick on the side of the steering colum. On the end of the turn signal lever perhaps. Look at the rear end itself and verify it is still a 2 speed. There will be a small motor on the front between the driveshaft and suspension.
