Recropping winter wheat can cause lots of problems with wheat diseases and grassy weeds, especially if you do this several times.
If you do reseed wheat spray out any volunteer wheat and grass at least two weeks before seeding the wheat. This will reduce the wheat pathogens the new crop has to deal with.
I, too, think spring barley or oats would be a better crop rotation option.
