Government officials absolutely hate having their superiors and the world know what they are doing. The downside is you become "that guy". But, when push comes to shove...shoving works.
Seriously? Over a road that's dusty for a month? Because it's being prepped for being improved? Do you have any notion of how many people live on roads that are dusty 90-99% of the time, all year, every year with no intent of alleviating the dust...the 1-10% of the time they're muddy? Your solution seems to be very intense for a relatively minor, temporary issue.
