Seriously? Over a road that's dusty for a month? Because it's being prepped for being improved? Do you have any notion of how many people live on roads that are dusty 90-99% of the time, all year, every year with no intent of alleviating the dust...the 1-10% of the time they're muddy? Your solution seems to be very intense for a relatively minor, temporary issue. 



As per request for response:

Approximately 35 years ago a major road in my area, paved, was to be rebuilt completely, new road base, widened, and here we are 35 years later, it had a few inches of pavement on it that was "temporary" 35 years ago and nothing has happened since.
