I don't think you're wrong at all....that's always been my understanding as well. I should have been able to think thru what you wrote to realize you were in a more urban area. Our twp has maybe 6 miles of paved roads....more if you count the west half of the pavement that is the line between ours and the next twp east.  But still not much. Most of everything else is gravel, save for the many miles of dirt, Level B & C.
