North Central US		Go to the county. Then the state. Don't go sideways, go up the chain.

If that doesn't work, mention it to a few media outlets, papers, TV, or whatever.

Government officials absolutely hate having their superiors and the world know what they are doing.

The downside is you become "that guy". But, when push comes to shove...shoving works.
