Every air molecule moves in random unpredictable zigs and zags. And yet compressed air flows and reacts in very predictable ways, according to well established rules.
Humans have free will. But large groups of humans will behave in very predictable ways. It matters not that you cannot predict the movement of an individual. The average movement is what matters.
