Look at it from another angle: by making crop insurance more affordable, a lot more farmers are paying into the system -- often buying up to higher levels than what we would have without the subsidy. The original idea was to come up with a plan that didn't require huge govt funded disaster programs every few years and I think crop insurance does that for a lot of farmers (not all though) better than anything else Congress has come up with.
