Eastern Shore of MD | The adults emerge periodically over the summer and lay eggs but a portion of their life cycle is inside the plant so nearly impossible to control with foliar insecticide. Sunflowers are a known host here for them. Best practice is to harvest early before stems break off at ground level and header will not pick them up. Have heard tales of windrowing the broken off plants then harvesting, can not imagine an infestation that bad. Green stems help them stand longer too
