As for the 9-18-9, I'm not a fan of starter as a foliar. I do like a bit of P in a foliar pass just because phosphate plays a critical role in the plant, think ADP&ATP, along with being a part of many cellular structures in the plant, but I don't think phos is typically a limiting factor in corn. I typically use Brandt Plant Start as a base and add K or micros to it based on needs. Utilize any "SMART" product from Brandt, or one of their channel partners and you can kick that sugar out of the pass, it's there to facilitate more effective adsorption and use of the fertility in the foliar pass, the way Brandt formulates each nutrient in a smart product makes it 3-4x more plant mobile, far more effective than sugar.
If you really dig the sugar thing you can utilize Brandt's ManniPlex line, they are foliar fertilizers already complexed with highly refined polysaccharide sugars.

If you use Brandt products you will have ZERO compatibility issues, I've sprayed a little over 15k acres with a couple different fungicides and insecticides this summer and they all worked great. You do need some water as a carrier though when mixing with an insecticide. The mix will just simply be too concentrated to flow well and you'll get some chunks.
