The belt pulley has a bushing in in and a roller bearing. When these tractors were used heavily it was recommended that the pulley be serviced once a year. I've had pulleys apart that had never been serviced. Yes, it is very much recommended to engage the belt pulley when the tractor is running. When doing so, the pulley and crankshaft turn as a unit. No wear. If the pulley is NOT engaged, everything inside wears, including the bearing, bushing, clutch disks, etc. You absolutely want to engage the pulley, whether you are moving or not. If not, at best you will wear the clutch out prematurely. At worst, you will ruin the crankshaft.
