Inside the pulley is a multiple dry disc clutch assembly. I would be looking for one of the friction discs being broken and jamming up, causing clutch to drag, or the roller bearing that allows the crankshaft to rotate inside the pulley in the disengaged position is dry and dragging. When two cylinder tractors did the work on farms, yearly clutch service was normal easy maintenance for high hour tractors.
