As a retired Contractor, no different than having quotes on a project from different sources and either pick one or pick none and not do project.
Unless a fee is agreed upon for estimates, there is no foul.
I did LOTS of work to get jobs that did not mature and never asked or got paid for it.
Your contractor counted his chickens before the eggs hatched.
