I have no problem with calling in a controlled burn to let them know I will be burning. But I think that it is wrong to have to ask for permission. Sometimes the fire depart comes anyway, with the fire still under control. Sometimes someone will call in a fire even though they can see me standing right next to the fire.
I think that the state should issue a burn license similar to how they issue a driver license. Anyone with a driver license can decide when and where they will drive on public roads and they don't even have to call it in. Not allowing someone to burn when the wind is blowing 20 mph would be similar to not allowing people to drive while it is lightly snowing, both can be done safely and both could be dangerous. What is done on private property should have more rights than what is done on public property. People cause vehicle crashes and do not lose there license the same should apply to burn licenses just because one burn gets out of control and causes property damage does not mean that you should lose your license.
Here the requirement says no burning over 15 mph wind. I prefer to burn when condition are such that I can get it done safely with the least risk of fire getting out of control. Burning grass with a 18 mph wind in the ideal direction with 40% humidity is safer and easier than with a 5 mph variable direction wind with 15% humidity. Burning a brush pile with no wind when it is dry can be more dangerous( relighting in following days) than waiting for wet weather and 25 mph winds.
