Because as soon as they see a single nickel of profit, the hog integrators want to add a hundred thousand sows.
Meanwhile, still paying their contract feeders exactly the same rate they paid when it cost half as much to build a finishing building- let alone the cost of heat, electricity, repairs, etc.
