Are you using Microsoft Edge for your browser? It looks kinda like it. You might try Chrome, but if you don't want to use Chrome, I would update the browser to the latest version, usually in the settings of the browser and on the "about" section. Not sure on how to enable hardware acceleration in Edge, so you may just have to search for "how to enable hardware acceleration".
