Sandblasting is great as long as you actually clean up all the rust. It sounds like it’s already rusted out somewhat so I’d probably use the phosphoric acid after sandblasting just to be safe. It’s not expensive and won’t do any harm. I’ve never used rhino lining so I don’t know. I’d be a little afraid the rough surface on rhino lining would just make more places for fertilizer dust to hide. The recipe I gave is the next best thing to powder coating that I know of. It is very durable as long as you follow the directions when applying.
