Unless you can get every bit of rust off of it I’d spray the frame with phosphoric acid before priming. It will kill the rust and you rinse it with water before priming. I’d use a good epoxy primer then a good quality paint like PPG Essentials. It’s expensive but very good. If you go that route be sure to price it before you have it mixed, some colors are a lot more expensive than others.
