If the wire was bad internally ie two conductors shorted together, it would not function properly as he says. Instead breaker would trip immediately.
My understanding is this is 3 conductors, L1, L2 and G supplying 240 volts, so any faults with the wires or the receptacle would cause the breaker to trip.
