I think I removed the plate on my 2840 to utilize the float feature. I am not near the tractor now and I did it 30 years ago, so my memory may not be 100 percent.
I can't tell from your photo, but do you have a hose from your Scv valve down to the filter cover? If not, your tractor won't run an orbital motor very well.
Hose connection to valve is circled in red in attached photo.
