Is it a receptacle for crows foot (3 flat blades) plug or does it have a hole for a round or U-shaped ground prong?

If it’s not the crows foot I think you will be able to see that the ground terminal is connected to the mounting ears.

I would probably turn off all power and then at least loosen and retorque the large neutral connection coming into your panel from the meter. There are two lines and the neutral coming from transformer, through meter base and then into the main panel. If I was having obvious problems with dimming lights etc, I would also pull the meter and check the neutral connections in there. Our REA linemen don’t get bothered by pulling a meter for a good reason and will stop by later to reseal it. Your utility may want their linesmen to handle all that.

If that didn’t fix the problem I can be pretty sure the problem is on the transformer or the drop coming in and the linesmen will have to take care of that. I’ve seen the connection on the transformer be the problem more often than anything inside out of the weather.
