I had a problem such as you describe. A friend who was a former Deere Tech checked with an older former CoWorker who gave him some ideas.

This friend had a similar tractor and he temporarily swapped the steering column from mine to his. This would seem to be a lot of work but it was easier than I would have guessed. The problem then moved to his tractor so we knew the problem was within my steering column.

Upon further disassembly of mine he found that the upper bearing was actually rusty. Replacing this bearing was the solution.

He said that if the steering feels like the oil has lumps in it as you turn the wheels, there are some balls in a valve assembly near the front of the tractor that may need to be replaced.

Upon further investigation, as I turn the wheels slowly I can feel the "lumpy" oil. It goes real easy, then hard, then easy, then hard. So the problem must be those balls you speak of.
I can't find any balls in the steering motor though
