Having a few inches of rain forecast for a very flood prone area I'd probably have opted to keep everyone on higher ground. I've seen it happen here where 2-3 inches forecasted turned into 8+ but not everyone in the world has. Some people will quite literally sleep through a tornado or some other disaster. I used to sleep through a lot but after having kids something changed and I wake up to anything like the phone making a single chime in the middle of the night. That many kids at a camp (was like 750 or so?) might just be better to have a couple adult volunteers stay up over night and keep an eye on things.
