Subject: John Deere 530 tying arm

My 530 roller tying arm won’t cycle. I have to hold the rope to go all the way to one side and when I let go it’ll come back but still with not enough force to cut the twine. I welded a piece on the arm at the beginning of the season and it worked good for the first 40 rolls and keeps getting weaker it seems. if I release the rope before it gets to the far side it’ll stop or go back to the starting position It’s like it isnt getting enough pressure. I’ve adjusted the flow valve to speed it all the way up and it still won’t go down it. I had two broke springs and replaced them and still didn’t fix the issue. Any ideas?? Thanks!!
