If you know you are in an area where low pressure weather systems pull up and dump 6 months of rain in 3 hours, and the ground is majority limestone karst, why would you build a summer camp and be entrusted with people's children without putting a system in place to alert you of the river levels. Something like that would definitely be driven by the insurance company that covers the camp.
The mentality " I've never seen it, so it won't happen" comes to mind.

Late night drivers going around barriers at low water crossings is one thing.
Putting Urban kids in a cabin in the woods in a flood plain with the possibility of night time flooding and no alert system sounds like you are asking for trouble.
Maybe I'm just that grumpy old man.
