SW Indiana | There should be turnbuckles hooked to the ears that clamp on the pin. Likely froze up and will take heat to break loose and adjust.
You also need to add a couple tailgate locks. This is the easiest, can probably get by just doing this. If you adjust the ears, then you should be able to unwind the tailgate locks without the tailgate leaking much.
