My wheel rake is a 4 wheel mounted. I don't bale very much, but heavy hay is a problem for it as well. Like others have said, try to sharpen the angle. With mine speed is a factor as well. The faster I go, the better it rakes. That's annoying to me, because I put hay in the small patches that are a pain to plant anything else in.
