I'd say NO to the tractor pictured.
I know you are on a budget but there are sometimes in life you need to take the plunge and go in debt a little.
Lifting ton sacks up and over the side of things is not the place or task to skimp on equipment and what you are using!
Think of one bad accident and what that would cost? Damaged to what you are loading or heaven forbid someone get hurt or killed!
If a JCB loader is what you need then buy it. If a telehandler is what you need then buy it.
If a belt conveyor would work to load or fill over the side of trailers so you can lift the ton sacks 3feet off ground instead of 10 feet then buy it.
If your budget is $7500, then figure out a way to borrow some more to get the proper piece of equipment so no one gets hurt. Stretching a payment out 5, 6 or 7 years may seem to suck up front, but the joy and ease of use and speeding up the task at hand will be worth it over the long haul.
Also if you are going to risk an upset wife (or potential divorce) then you need to buy something of value that is worth it.
