The problem is, Juan gets deported, or gets caught going back, and he can't ever return. The entire "immigration" system is broken. Everybody knows it. Let's do something about it. 

California has 39 MILLION inhabitants and the 4th or 5th largest economy on the Planet. Apparently they've done something right. Maybe folks just don't like to be persecuted because of where they came from?
