Get a carbon pile load tester and test each battery. I had a battery once that showed 13 volts, but as soon as you put a load on it, it would drop to 9 volts. Here is the one I use ($65): https://shorturl.at/t025B


If it is not the batteries, then you need to do a voltage drop test to test the cables. Turn off the fuel so that you can crank for extended time or use a meter than can record the drop: https://www.youtube.com/watch?v=qPpHRuddhh4
