You can test a fuse with a Volt meter by checking the voltage going into the fuse against ground and checking the voltage coming out of the fuse against ground while the load is applied or turned off. When the voltage is tested with the load turned on. If the blown fuse has even the most minor connection, it'll show a 0 voltage under load on the output end
