Pretty sure power comes from dash goes in side sender then back out up to top sender then out to a ground. I have seen lots of times the ground is bad on top tank sender there is no ground on bottom. Did you clean the female push on terminal on top tank good this is the ground. Touch the 2 wires together on top sender see what the gauge does. Do the same on bottom sender. Make sure ground wire on top sender is not broke you can check continuity to frame with a meter. Make sure you have voltage coming down to bottom sender, it will go through bottom sender than to top. See where you’re loosing it. The senders are wired in a series then grounded at top tank, not individually
