There should be battery/ground cables for the ecm and fuses in the battery box, double check that those wires are good and that for some reason the boost could be finishing the connection?
If the dash is showing 10v that definitley indicates a poor connection somewhere. Whats voltage drop when cranking, voltage drop on the starter cables? What brand/model truck.
