| If you are dealing with old, 12VDC only, stuff (tractors before computers and 5V or 3.3V circuits) an incandescent test light can help a ton on finding shorts and open circuits.
If the circuit is AC, I really like multimeters with an ammeter clamp. Flukes are wonderful, but a cheap meter is still better than no meter at all.
