Is it frame type or frameless? My frameless did that once decades ago. I was told to set the valve to lower, leave the trailer brakes locked and release the truck brakes giving it a gentle nudge forward. It worked. it's a bit spooky thinking of driving at all with it raised up that high.
Dump trailer stuck in the up position......
