When the gauge shows every other bar that indicates an open circuit. It sounds like you have narrowed it down to the sender on the top tank but before you go to the trouble/expense of replacing it you may want to verify the wires going from the tank senders to the gauge are good. One of my 7140's had a bunch of wires on top of the transmission under the cab that developed cracks in their insulation.
