North Central US | That's not a propane tank. I would put a chance on it being possibly a natural gas tank, as then they truck that, those tanks are flat ended.
Also going by the rest of the site and area, I wouldn't be surprised if that had something else in it, diesel or otherwise as there is a lot of junk laying around that site. Very messy. Leave some crude in and old tank, heat it so it vaporizes, starts to burn then finally gets to the right mixture and boom.
It is possible it was pulling air in the right side pipe you can see on the tank while burning on the left.
