they agreed to the framework of a deal that is limited to Rare earth metals from China and whatever TACO gave up in order to get the Chinese to ship Rare Earth Metals to the US.
it is far from a trade deal, and even a ways from a deal on REM, but I guess TACO needed some thing he could sell to the cult.....
