It was a BLEVE, just not in an LP tank like most of them are. If it was an LPG tank it would have had relief valves shooting a towering column of flames out the top of the tank.
Looks like some sort of fuel or distillate storage tank. Not sure what fractions of crude they may have separated from that water, or maybe they were storing fuel on the site. I’m assuming that it was made of much less substantial steel than an LPG tank, so even though the internal pressure would certainly not have been as high as in an LPG tank, the tank was less able to resist bursting.
