The pop-off valve delays the BLEVE, not prevents it, unless there is a prompt fire fighting response. I have seen it were a propane tank had popped the relief several times (with the attendant spectacular column of fire) but didn't explode because the fire brigade showed in a timely manner and got the surrounding fire knocked down and the tank cooled.
