Best thing to do is to plant a cover of something that fixes nitrogen or graze it. Peas, hairy vetch, clover, etc. or plant sorghum Sudan/millet and graze it off. If cattle eat it down to the ground it’s about like bean stubble with their manure. If you chem or tillage fallow it after the oats it has similar nitrogen needs to corn on corn.
