The senate parliamentarian ruled that the reversal of the inflation reduction act does not fall under the provisions of budget reconciliation and cannot be included in the budget bill. It would need to pass with 60 votes in senate which is extremely unlikely
Furthermore Trumps executive order trying to defund the inflation reduction act was determined to be an overreach of the executive branch. Funding was ordered to be restored.
