I was told the 1in4 originated in the Dakotas but you are correct it makes no logical sense. In a way my efforts are to remove criteria lessening one agents ability to deny over another that pays. In 2021 another producer in the “area” got paid for his and I didn’t. Had the rules been less (smaller government) I’d have been paid as well
