It's unlikely a lawyer could make them change their minds, but a call to the contractor that installed the septic system and a polite conversation with the county officials might be enough to get them to ok the current system. (unless changes are being made such as adding more bedrooms and more occupants.) It's always easier to work with county officials than starting a fight with them.
