| I'm with everyone else. Go have a polite conversation with the people in charge. It's possible what you did in 2018 can't (according to them) have additional load put on it. It's also possible that in that short time regulations have changed and any additional work requires being brought to current rules. They'll be able to talk you through it before you spend money on a lawyer. Making the bureaucrats mad ahead of a project is never a good thing.
