I have the same problem with a 16 row, if I hit the switch and feel a slight pop in the hyd it will lift the wheels. If it doesn't pop then with the planter folded switch it back to plant and relieve some pressure it usually works. Been fighting it off and on for a couple of years. Haven't called a JD tech , trying to figure it out myself.
