Tesla FSD has settings you that allow you to change how it drives. Chill, Standard, and Hurry will change how it accelerates, brakes, changes lanes, aggressiveness turning with oncoming traffic, etc. Then, in each of those settings, one can set a speed offset. FSD will adjust the car's speed to match other traffic if you allow it to with that setting. You have full control to only allow it to run to the speed limit or quite a ways over.

So let's say these settings remain available once cars become fully autonomous. No steering wheel, no pedals, etc. And let's say you have it set on Hurry with a sizable speed offset. You are drunk, along for the rise, but your car is aggressively changing lanes and running 20 over. Trooper singles you out to be pulled over. Are you guilty of a DUI at this point, even though that car would be driving like that if you were sober? Technically, you can drop the D from DUI since you weren't actually driving. I am not arguing with you, just asking for theoretical sake.

Maybe new laws will be passed where it is illegal to be under the influence while even in a vehicle. Rest assured, something will happen somewhere for revenue collection if autonomy does away with DUI and a lot of traffic tickets we see today. How will a person feel if someday we ALL pay huge annual registration fees so the States can collect the money they used to collect from traffic tickets? Now we ALL pay where before it was just those who couldn't control their urges, either with alcohol or a lead foot.
