Steel bottle are good as long as they pass hydro test. Composite bottles have a shelf life, typically 15 years. Packs should be flow tested annually (I know, plenty don't get done) and if they pass they are good. There are plenty of poor departments that could use them if they're still serviceable, just need to find out where.
