If you're going to build a boom, how about a compact truck (Ranger, S-10, etc.) and a boom that is at "normal" height with nozzles then a section of boom that goes up and over the fence then back down if necessary? You'd have normal nozzle height between the sprayer and fence then a vertical frame to mount a nozzle or two on that goes up and over the fence to really focus on the fence row?
