Find a local private chemical/seed/fertilizer dealer that knows his stuff. There are lots of them out there that will help you develop a plan and help you scout your fields. Make sure you take notes when you talk to them and they show you stuff in the field.
We have a few really good ones around here and they are very competitive on prices. Usually cheaper than FBN.
