Might be best if you don’t mow it at all until the seed heads are about to come out, then mow it short.  

I know grazing it hard before the seed comes out and it becomes unpalatable works to get rid of it.  The perennial grasses take over after a couple of years.

 That's assuming we’re talking about the same grass species.
